The Springfield Airport Authority Board meets the third Tuesday of every month at 5:00 p.m. All regular meetings are open to the public.

The Springfield Airport Authority has a Board of Commissioners which consists of seven members appointed to staggered five-year terms. Four are appointed by the Mayor of Springfield and three by the Chairman of the Sangamon County Board. The Board also has three officers appointed by the Commissioners.
Board of Commissioners

Frank Vala - Chair

Mr. Frank Vala was appointed to the Springfield Airport Authority Board of Commissioners by Sangamon County Chairman Andy Van Meter on September 11, 2002. Mr. Vala is a graduate of Eastern Illinois University and has served on numerous boards. He has served on the Board of Directors for the Springfield Chamber of Commerce, Springfield Urban League and the YMCA. Mr. Vala founded Community Care Systems in 1980 and Valco Awards & More, Inc., in 1982.

William Foster - Vice Chair

William Foster founded the government relations firm William S. Foster & Associates in 1987, which provides lobbying and consultant services to a variety of companies and trade associations. Further, Foster has been active in community affairs including being elected to the Capitol Township Board of Trustees and the Springfield Park Board. Foster is an accomplished writer having published several articles and booklets for the Taxpayer’s Federation of Illinois.

Herman G. Bodewes - Commissioner

Herman G. Bodewes is one of the most senior attorneys at GWC&B, bringing more than 35 years of experience to his clients. He focuses his practices primarily in business law and planning, corporate representation of business and trade associations, financial institutions, governmental affairs, real estate, estate planning and probate law. For more than 30 years, he’s been a registered lobbyist in the State of Illinois representing numerous businesses.

Kari Selinger - Commissioner

Drinda O'Connor - Commissioner

Drinda O'Connor was appointed to the Springfield Airport Authority Board in September, 2007. She is a graduate of the University of Illinois at Springfield and is currently employed by the Illinois Department of Human Services, Office of Strategic Planning

Active in the community, O'Connor has served as an elected trustee and a two term Chairman of the Board of Lincoln Land Community College. She currently serves on the board of the World Affairs Council of Central Illinois and the University of Illinois' SAGE Alumni Association.

Timothy S. Bramlet - Commissioner

Timothy S. Bramlet is principal in Timothy S. Bramlet Consulting, a governmental relations and lobbying firm he established in January 2006. Prior to that, he served for 12 years as president of the prestigious Taxpayers' Federation of Illinois, concentrating on Illinois public policy relating to state and local government finance. Previously, he was vice president of the Illinois Retail Merchant's Association and director of industrial relations for the Illinois Manufacturers' Association.
Bramlet was appointed in 1998 by then Gov. Jim Edgar to chair a blue ribbon committee charged with recommending ways to overhaul Illinois' property tax system. He was also tabbed by the Illinois General Assembly to head a panel directed to develop a system for assessing Illinois' 12 nuclear power plants for property tax purposes following passage of the state's electric deregulation law.
A graduate of the University of Illinois at Urbana-Champaign, Bramlet lives in Springfield with his wife Kathy and two daughters.

Mark C. Kinnaman - Treasurer

Mark Kinnaman was appointed to the Springfield Airport Authority Board in August of 2006. He is a Springfield native having attended both Lincoln Land Community College and Sangamon State. He was appointed to serve on the Selective Service board in March 2005, after serving as an ad-hoc member of several boards under the Governor and Secretary of State. He has an extensive background in project development, sales and marketing, management and training, as well as a strong background in computer skills.

William Winberg - Comptroller

Mr. Winberg is a graduate of Lanphier High School and Eastern Illinois University. He received his CPA certificate in 1980 and his CFP certificate in 1991.

Mr. Winberg's first job out of college was with the Illinois Auditor General's office. He helped perform financial and compliance audits of state entities. He left the OAG in 1984 to start his own CPA practice. Through his years in public accounting, he developed a specialty in small business consulting and tax preparation. Over the years he was a partner in a variety of CPA firms until returning to private practice in 1995.

Directors
Mark Hanna, A.A.E. - Executive Director

Mark Hanna graduated from University of North Dakota in Grand Forks, N.D with a Bachelor of Business Administration Degree, double majoring in Airport Administration and Management.  He also holds a Master of Business Administration degree from Quincy University.  He was previously employed by the City of Quincy, IL as its Airport Director for nearly 9 years.  He has served on the Board of Directors for the Illinois Public Airports Association and completed a term as its Chairman in 2003.  Mark is a Certified Member of the American Association of Airport Executives and holds a private pilot certificate.  He currently serves in the Army National Guard and finished a tour of duty in support of Operation Iraqi Freedom in 2005.

Roger Blickensderfer, A.A.E. - Director of Facilities & Maintenance

Roger Blickensderfer began his airport career with the Tulsa Airport Authority in 1981 . In 1990 he accepted the Executive Director position at the Tupelo Regional Airport in Tupelo, Mr. Blickensderfer, a native of Central Illinois accepted the Director of Operations and Maintenance position with the Springfield Airport Authority in January 2000 and subsequently transitioned to his current position.

Mr. Blickensderfer graduated from Parks College of St Louis University with a Bachelor of Science Degree in Aeronautical Administration; He is an Accredited Member of the American Association of Airport Executives .

Michael Olinger - Director of Administration & Finance

Michael Olinger has served as the Director of Administration and Finance for the Springfield Airport Authority for the past 27 years. He graduated from Indiana State University with a degree in Accounting and has been a Trustee of Lincoln Library for seven years. He is also the proud grandfather of eight adorable grandchildren.

Tim Franke - Director of Operations & Public Safety

Timothy J. Franke is the Director of Operations and Public Safety for Abraham Lincoln Capital Airport in Springfield, IL. He is a current board member of the Illinois Local Law Enforcement Training and Standards Board Unit #10. He has served on the board of directors for the Sangamon County Fraternal Order of Police Lodge 55, Illinois Police Association Midstate Division, Central Illinois Police Chiefs Association, and the Chatham Chamber of Commerce and served with Springfield’s 183rd Illinois Air National Guard for seven years.
