Construct concrete floor in one or both pole barns at 331 Camp Sangamo Road, Springfield, IL 62707

Pre-proposal Meeting. The only pre-proposal meeting and site visit with Authority personnel will be held at 2:00 p.m. on Thursday, July 9, 2015. The meeting is not mandatory in order to submit a proposal.

Proposals Due. Proposals are due in the Authority’s office by 2:00 p.m. on Thursday, July 23, 2015, at which time they will be publicly opened and read. Proposals must be submitted in an envelope clearly marked “Construct Concrete Floors in Pole Barn(s) Proposal-Do Not Open”.
Proposals should be mailed to Springfield Airport Authority, 1200 Capital Airport Drive, Springfield, IL 62707 or delivered in person to the Springfield Airport Authority offices on the second floor of the Terminal Building (by Door D) at 1200 Capital Airport Drive, Springfield, IL. Faxes, email, and text messages are not permitted.

NOTICE TO BIDDERS

Public notice is hereby given that the Springfield Airport Authority will receive sealed bids until July 23, 2015, at 10:00 A.M. for a project to remove an existing escalator near baggage claim and replace the escalator with an elevator, in accordance with the Plans and subject to the terms and conditions of the Project Manual (Contract Documents), at the Abraham Lincoln Capital Airport, Springfield, IL. 

Bidding documents, including Plans and a Project Manual, may be viewed and/or obtained from Springfield Reprographics (www.springfieldrepro.com), 1620 S. 5th Street, Springfield, Illinois – at cost. 

The project will utilize Federal funding therefore each Bidder that elects to submit a proposal to do the work shall be required to adhere to the Federal Provisions associated with the Federal Aviation Administration (FAA) Airport Improvement Program, including the submission of the associated Certifications. 

Proposals shall be accompanied by a satisfactory Bid Bond or Certified Check payable to the Springfield Airport Authority in the amount of five percent (5%) of the bid.  No bid may be withdrawn without the consent of the Springfield Airport Authority.  The successful bidder will be required to furnish a 100% Performance Bond and a 100% Payment Bond with surety to be approved by the Springfield Airport Authority. 

The successful bidder will be required to furnish proof of Liability insurance, insuring against loss or injuries to persons or property occasioned by or arising out of the work to be done for the Springfield Airport Authority. 

The successful bidder will be required to pay the prevailing rate for each trade or craft per the Davis-Bacon Wage Determinations (U.S. Department of Labor) for Sangamon County, IL.

The Springfield Airport Authority has established a Disadvantaged Business Enterprise (DBE) goal of 5.4 percent for this project.  A good faith effort shall be made by the Bidder to meet or exceed this goal in accordance with and as defined by the appropriate provision above.

A mandatory pre-bid meeting will be held in the Administrative Office Conference Room within the Terminal Building, Abraham Lincoln Capital Airport, Springfield, IL, on July 9, 2015, at 10 A.M.

All bids will be opened and publicly read in the Administrative Office Conference Room within the Terminal Building, Abraham Lincoln Capital Airport, Springfield, IL, on July 23, 2015, at 10 A.M.

Sealed bids subject to the conditions and provisions presented herein will be received until 10:30 AM, Monday July 13, 2015 and then publicly opened and read in the Offices of the Abraham Lincoln Capital Airport (The Airport), 1200 Capital Airport Drive, Springfield, IL  62707, for furnishing all labor, materials and equipment and performing all work necessary for:  FSDO BUILDING RE-ROOF

A complete set of bid documents may be obtained from Springfield Reprographics, 1620 S. 5th Street, Springfield, IL  62703 (217) 523-4632, for a non-refundable fee of $25.00.

A Prebid / Site Visit Meeting for this project will be held at 10:30 AM on Monday June 22, 2015, in the Abraham Lincoln Capital Airport Offices, 1200 Capital Airport Drive, Springfield, IL 62707.

Contract Time
The Owner has established a contract performance time of 35 calendar days from the date of the Notice To Proceed.  All project work shall be substantially completed within the stated timeframe.  This project is subject to liquidated damages as prescribed within the Project Manual.

Bid Security
Each proposal must be accompanied by a bid guaranty in the amount of ten percent (10%) of the total amount of the bid. 

Bonding Requirements
The successful bidder will be required to furnish separate performance and payment bonds each in the amount equal to one hundred percent (100%) of the contract price at the time of contract execution.

Award of Contract
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation.  Bids may be held by the Airport for a period not to exceed 75 days from the date of the bid opening for the purpose of conducting the bid evaluation.

Award of contract will be based on the lowest aggregate sum proposal submitted from those bidders that are confirmed as being responsive and responsible.  The Springfield Airport Authority reserves the right to waive any informality or irregularity in the bids received, to reject any or all bids in whole or part and to determine the lowest responsible bid.

The award of any contract resulting from this solicitation shall be made by the Board of Commissioners to the Lowest Responsive and Responsible Bidder.  In making this determination, the Springfield Airport Authority will take into account other factors in addition to the lowest dollar bid, such as the Springfield Airport Authority’s past transactions with the bidder, experience of the bidder, adequacy of equipment and personnel, ability to complete performance within a specified time limit and other pertinent considerations.

In the event a bidder has a complaint against the Springfield Airport Authority regarding the manner in which the proposal process has been handled, the complaint must be presented in writing to the Executive Director within forty-eight (48) hours of the opening of the proposals.  The Executive Director will notify the Chairman of the Board of Commissioners of the nature of the complaint.

 Provisions:

Modification to the project documents may only be made by written addendum by the Owner or Owner’s authorized Representative.

The proposal must be made on the forms provided within the bound Project Manual.  Bidders must supply all required information prior to the time of bid opening.

Liquidated Damages are provided in the Proposal Form.

The Bidder must supply all information required by the Proposal Form.

Bids must be submitted on the specified Proposal Form and acceptance by the Sponsor shall constitute a Contract.

The proposal which is selected will be based on the lowest aggregate or combination of bids accepted.  The Owner reserves the right to select any one of the bids which best serves the Owner’s interest.

The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the State of Illinois for the county where the work is performed.  The highest rate will be the minimum rate paid for each work classification.
